Local Governments: A Key Role in Managing Commercial Packaging
Local governments play an important role in the new EPR system EPR commercial packaging. Some of the packaging waste generated by business-to-business activities is currently collected by the public waste management service (SPGD), particularly when it comes from retail establishments, government offices, markets, events, small businesses, or activities similar to those that generate household waste.
With the implementation of the EPR program EPR commercial packaging, Léko Pro works with local governments to better identify these waste streams, improve their traceability, and increase their diversion toward reuse or recycling.
Supporting local governments through a community-focused approach
This support is based on several priorities:
- Identify commercial packaging that is already being collected by local authorities, particularly through separate collection programs, recycling centers, markets, business parks, or dedicated collection routes.
- Improve the traceability of the tonnage collected, sorted, and recycled in order to gain a better understanding of waste sources and ensure the reliability of data within the sector.
- Provide financial support for eligible operations, particularly for certain streams of non-hazardous commercial plastic packaging.
- Promote the effective recycling of commercial packaging when its quality and collection conditions allow it.
- Develop solutions tailored to local conditions, taking into account the operational constraints of local governments and their service providers.
Improve the performance and traceability of packaging collected by the public service.
These flows can result from several situations:
- Commercial packaging dropped off at a public recycling center;
- Packaging collected through specific collection efforts, such as at markets, events, stores, or business districts;
- Professional packaging identified at sorting centers;
- Waste streams collected as part of public services when they are classified as similar waste.
Make better use of the materials already collected
Many types of commercial packaging are already present in municipal waste streams, but they are not always identified as such. Some packaging may end up in the “reject” pile or in non-recycled waste streams, even though it has the potential for material recovery.

Improving recycling guidelines for commercial waste generators
Facilitate guidance toward the right academic tracks
Minimize sorting errors and losses of recyclable materials

Simplified Traceability with MyLéko
Léko Pro draws on the experience of its sister company, Léko, and on the tools already developed for local governments, notably MyLéko, which will be adapted to the specific needs of commercial packaging.
