The entry into force of the Extended Producer Responsibility for Commercial Packaging (EPR ) on July 1, 2026, establishes a regulatory framework for private waste management operators. It now coordinates the roles of stakeholders involved in collection, sorting, and recycling in the management of commercial packaging waste.
Léko Pro, a state-approved eco-organization, is your dedicated partner for establishing this contractual relationship, accessing the available financial support, actively contributing to national recycling and reuse goals, and monitoring the performance and traceability of operations.
What role will waste management operators play in the EPR program?
Private waste management companies play a central role. They handle the collection, sorting, treatment, and traceability of commercial packaging waste generated by businesses—the “commercial waste generators.”
Unlike the EPR household packaging—in which local authorities play a major role— the EPR commercial EPR relies primarily on private operators, building on existing contractual and commercial relationships between companies and their waste management service providers. This founding principle of the sector makes it possible to preserve the current economic balance while moving toward greater environmental performance.
Relationships between waste management operators and Léko Pro revolve around two main areas:
A contract with Léko Pro that provides access to financial support from the eco-organization for commercial packaging waste that is collected and processed.
Léko Pro provides financial support to operators when there is full traceability of the plastic waste collected from their “client holders.”
Financial assistance available to you
Léko Pro allocates a funding package specifically for waste management operators, calculated in euros per metric ton of commercial packaging collected and processed. This funding covers several categories:

| Overseas Territories | A multiplier of 2.25 is applied to the subsidies to account for the additional logistical costs specific to the French overseas departments |
These support levels are defined in the EPR specifications and the Léko Pro eco-contribution schedule, which are based on the principles of non-profit operation and coverage of the sector’s actual costs.

The subsidies received for collection must be fully reimbursed to waste generators by the operators, thereby reducing or even eliminating the waste generator’s plastic collection bill.
